Ryan T. Bridges – Presiding Member

Ryan Bridges is the Lead Analyst for Insurance Risk Management at CenterPoint Energy. He has extensive experience in commercial insurance and risk management, particularly within the energy and utilities sectors. First appointed to the Texas State Board of Examiners of Psychologists by Governor Greg Abbott in 2018, Bridges was reappointed in 2024 and named Chairman in 2025.
In addition to his role on the Board, Bridges currently serves on the Texas Behavioral Health Executive Council, the Surplus Lines Stamping Office of Texas Board of Directors, and as Vice Chairman on the Texas FAIR Plan Association Governing Committee. His previous public service includes terms on the Texas Higher Education Coordinating Board and the Texas State University System Board of Regents. Additionally, Bridges volunteers with the Houston Livestock Show and Rodeo Special Attractions Committee and is a Life Member of the National Eagle Scout Association, Sam Houston State University Alumni Association, and the Houston Livestock Show and Rodeo.
Bridges received a Bachelor of Business Administration and a Master of Business Administration from Sam Houston State University. He and his wife Amanda reside in Katy, Texas.
Roxana I. Lambdin, Ph.D. – Vice Chair

Dr. Lambdin graduated from the University of California at Los Angeles (UCLA) with a B.A. in psychology. She went on to complete her Master’s and Doctoral degrees from The California School of Professional Psychology at Los Angeles (CSPP-LA), now Alliant International University, with an emphasis in Multicultural Community Mental Health. Dr. Lambdin has been licensed to practice independently since 1996. In 2015 she relocated to Texas and became licensed to practice independently by the state of Texas in 2016. Dr. Lambdin has twenty-six years of professional experience that includes settings such as community mental health centers, university counseling centers, Non-public/Charter Schools, Head-Start Programs, In-patient rehabilitation wards, Cardiac Rehabilitation Units, and Geropsychiatric wards, nursing centers, and in private practice. She has also worked with a myriad of populations including preschoolers, students, university students, geriatric populations, Special Education students, HIV positive/AIDS populations, bilingual and monolingual Spanish-speaking individuals. While working with school-aged children at an agency that provided school-based psychotherapy to students and their families, Dr. Lambdin conducted staff trainings and was solely responsible for conducting the agency’s psychological testing at all sites. Dr. Lambdin maintains a private practice in the city of Kerrville.
Herman Adler, M.A.
Herman B. Adler, MA, of Houston, is a practicing Licensed Psychological Associate with independent practice and a Licensed Professional Counselor. Mr. Adler has worked in the mental health field in inpatient and outpatient settings for over fifteen years, providing assessment, diagnosis, and therapeutic services to diverse adult populations.
He completed his graduate clinical training at the Michael E. DeBakey VA Medical Center in Houston, where he worked with veterans and interdisciplinary treatment teams. Mr. Adler’s clinical interests include evidence-based interventions for mood and anxiety disorders as well as integrative approaches to psychological care.
Mr. Adler was appointed by Governor Greg Abbott to serve on the Texas State Board of Examiners of Psychologists in 2018 and was reappointed in 2024. He is an associate member of the American Psychological Association and a member of the Texas Association of Psychological Associates.
Mr. Adler received a Bachelor of Science in Psychology from Texas A&M University and a Master of Arts in Clinical Psychology from the University of Houston–Clear Lake.
Jamie Becker, Ph.D.

Dr. Becker is the Director of Psychiatry at Children’s Health in Dallas and a Clinical Professor in the Department of Psychiatry at UT Southwestern Medical Center. She is Board Certified in Clinical Child and Adolescent Psychology and has been licensed in Texas since 2007. Dr. Becker’s background is working with youth and families managing chronic illness, and currently has transitioned into hospital administration managing the delivery of mental health and crisis stabilization services to youth who are medically hospitalized or seeking emergency care. She is actively involved in quality and program improvement initiatives, as well as mentorship and training activities. Dr. Becker is a member of the Texas Psychological Association, the Dallas Psychological Association, and the Society of Pediatric Psychology. She completed her doctoral degree at the Rosalind Franklin University of Medicine and Science in North Chicago, Illinois, APA-accredited predoctoral internship at the Baylor College of Medicine in Houston, Texas, and a 2-year postdoctoral fellowship at Nationwide Children’s Hospital in Columbus, Ohio.
Mark E. Cartwright, Ph.D.

Dr. Mark Cartwright is the founder and CEO of Carewright Clinical Services, PLLC. He has been a Texas Licensed Psychologist since 2008, and a Licensed Specialist in School Psychology since 2007. He has provided psychological evaluations, psychotherapy, and consultations in a variety of settings, including private practice, schools, hospitals, and long-term care facilities throughout the state of Texas. He is also actively involved in supervising and training individuals seeking licensure in various fields of mental health. He is a member of the American Psychological Association, Texas Psychological Association, and the Dallas Psychological Association. Dr. Cartwright received a Bachelor of Arts and Sciences from Ohio University, and a Master of Arts and Doctor of Philosophy in School Psychology from the Ohio State University. He completed an APA accredited doctoral internship at Fort Worth Independent School District and his Post-Doctoral Fellowship at Children’s Medical Center of Dallas in the outpatient psychiatry department.
Christopher “Chris” Moose
Chris Moose is Vice President of Life Sciences at Wheel, a leading telehealth platform that uses technology to improve patient outcomes by enabling virtual consultations and linking patients to a nation-wide clinical network.
Previously, Mr. Moose was a Partner in IBM’s Healthcare and Life Sciences Consulting Organization where he advised companies on government policy, emerging technologies, and funding mechanisms that transform healthcare. The power of marketplaces to improve healthcare is a particular focus, and he previously helped deliver Pulse by the National Association of Boards of Pharmacy (NABP), a technology supply chain platform addressing the Drug Supply Chain Security Act (DSCSA). He also develops and presents HealthTech perspectives to Congressional, Federal Department, State, and National Media audiences.
Mr. Moose’s community service includes serving as former Board Chairman of Any Baby Can and Committee Chair for Boy Scout Troop 70. He is a Life Member of the National Eagle Scout Association.
Mr. Moose received a Bachelor of Business Administration from the University of Texas and a Master of Business Administration from the University of Georgia. He resides in Austin, Texas.
Brian E. Rentsch, P.E., PMP

Brian Rentsch of Grapevine is a professional engineer and certified project management professional with Kimley‑Horn and Associates, Inc. Appointed by Governor Greg Abbott in 2025, he brings a methodical and analytical perspective to the Texas State Board of Examiners of Psychologists.
At Kimley‑Horn, Brian leads complex public infrastructure projects, ensuring regulatory compliance, ethical standards, and high-quality outcomes. His prior service in the federal government provided international exposure and experience in cross-cultural operations. He also participated in mission service work in Honduras, helping build a hospital—demonstrating his commitment to public service and global outreach.
Brian is an active member of several professional organizations, including the American Society of Civil Engineers, Society of American Military Engineers, American Public Works Association, National Society of Professional Engineers, and Urban Land Institute. He holds a PMP certification and a Bachelor of Science in Civil Engineering from Michigan State University.
He lives in Grapevine with his wife and two daughters and is involved in his community through Church at the Cross. Brian’s background in professional licensure, ethical practice, and public service aligns with the Board’s mission to protect and promote the welfare of Texans by ensuring psychology is practiced by qualified, competent professionals.
Sangeeta Singg, Ph.D.
Sangeeta Singg, Ph.D., is a Licensed Psychologist and a Professor of Psychology at Angelo State University (ASU) in San Angelo, Texas, where she served for nearly three decades as Program Director of the Graduate Counseling Psychology Program. She holds a Ph.D. and M.S. in Psychology from East Texas A&M University, an M.A. in Sociology from Mississippi State University, and a B.A. in Sociology, English, and Political Science from Punjab University.
Throughout her distinguished career, Dr. Singg has made significant contributions to counselor training, research, clinical practice, and professional scholarship. Her work has earned notable recognition, including ASU’s President’s Award for Excellence in Leadership and Service, the Gary and Pat Rodgers Distinguished Faculty Award, the ASU Alumni Association’s Distinguished Faculty Achievement Award, and the Three Rivers Counseling Association’s Jimmy Alvarez Outstanding Contribution to the Counseling Profession Award. The Psychological Association of Greater West Texas has honored her with both its Ten-Year Meritorious Service Award and Outstanding Leadership in Psychology Award. She was also named a Remarkable Woman of the Concho Valley by Nexstar Media Group, recognizing women who inspire and lead their communities through exceptional service and impact.
Dr. Singg has extended her commitment to community service through board leadership with prominent nonprofit organizations including the American Heart Association, MHMR Services of the Concho Valley, and Mosaic. She has resided in San Angelo for over four decades with her husband, Charles Williams, and son, Raj.
Andoni Zagouris, M.A.

Mr. Zagouris is a licensed psychological associate and licensed specialist in school psychology who spent a number of years in the Rio Grande Valley region providing assessments and counseling services for adolescent students dealing with mental health issues. Prior to practicing school psychology, he worked with various rehabilitation groups. Mr. Zagouris received a Bachelor of Science in secondary education and a Master of Arts in psychology and education from Texas A&M University – Kingsville.
