History and Makeup

The Texas State Board of Examiners of Marriage and Family Therapists was created by the 72nd Legislature in 1991 and codified in Vernon’s Texas Civil Statutes, Article 4512c-1. In 1999, the 76th Legislature recodified the law as Texas Occupations Code, Chapter 502, which may be cited as the Licensed Marriage And Family Therapist Act. The Board consists of nine members appointed by the governor with the advice and consent of the senate. Five of the board members must be licensed marriage and family therapists in good standing and four members represent the public. One professional member must also be a professional educator in marriage and family therapy.

Board Mission and Philosophy

The Board’s mission is to protect and promote the welfare of the people of Texas by ensuring that marriage and family therapy is provided by qualified and competent practitioners. The Board accomplishes this goal by establishing the qualifications for licensure and renewal, as well as the ethical standards for the practice of marriage and family therapy in Texas.

This mission is derived from Chapter 502 of the Occupations Code and supersedes the interest of any individual or special interest group.

Planned System Outage – Online Licensing Unavailable


Please be advised that the Council’s online licensing system will be unavailable on May 1, 2026, from 12:00 AM to 1:00 AM (CDT) due to a scheduled maintenance window for SnapPay, the State of Texas’ payment portal used to process online transactions.

During this time, you will not be able to submit applications, renew licenses, or make any payments through the system.

This outage is particularly important given that a high volume of licensees typically attempt to complete renewals at the end of the month. If your license is set to expire on April 30, 2026, you are strongly encouraged to complete your renewal in advance of the outage to avoid any interruption in licensure status.

Please note:

  • Late renewals caused by attempting to transact during the outage will not result in a waiver of late fees.
  • The system will resume normal operations after the maintenance window concludes at 1:00 AM CDT on May 1.

We appreciate your attention to this matter and encourage you to plan accordingly to avoid any disruption.
