Interstate Licensing Compact FAQ
The Social Work Interstate Compact, which is an agreement between states to allow social work practice within the participating state’s borders, requires the Texas Legislature to enact the law agreeing to certain conditions of the compact. See more information and status updates at https://swcompact.org/.   During the 89th regular session of the Texas Legislature:
  • House Bill (HB) 3503 authored by Darby, et al, was referred to the House’s Human Services Committee on March 24, 2025. The bill died in committee.
  • Similarly, Senate Bill (SB) 1726 (an identical companion bill), authored by Johnson, was referred to the Senate’s Business & Commerce Committee on March 13, 2025. This bill, too, died in committee.
That is to say, no further actions were taken on either bill before the 89th regular session ended on June 2, 2025. The issue of the SW Compact was not reintroduced for either the first or second special sessions that were called for by the Governor. Adoption of the compact may next be considered again by the Legislature at the 90th regular session that begins January 12, 2027. Note: the SW Board may not lobby the Texas Legislature for statutory changes. However, individuals and professional associations may contact their representatives in the Texas Legislature and advocate for change.
